It is said that the 248cc two-cylinder parallel engine for the V-Strom 250 is redesigned to focus torque on low and medium engine speed. So that in the new engine the maximum torque is 23.4 Nm at 6500 rpm, with peak power up to 25 PS at 8000 rpm. This motor has a GW250F engine that has a maximum torque of 24Nm at 6500rpm with a maximum power of 26 PS at 8500 rpm.

So, it looks like the power in the upper rotation is slightly reduced to be able to get more power/torque at low and middle rpm. Maybe because this is indeed the purpose of this bike to be made off-road riding.
